stream.me 2.9.8 Update

Fixed playback and seekbar bugs in foreground archive player.
Fixed a bug in the notification code that prevented the app from showing some notifications. It's still possible for them to be dropped if certain device battery settings are configured, but this update makes it more likely you will see the notifications.
