Read/write external SD data permission will be prompted if you decide you want to backup your app data into a file so that it does not get lost. It's not used for anything else.
Data safety is only what is required to display Google banner ads and send anonymous crash reports. No other data is being collected and won't be collected in the future.
In case you were wondering about viewing and favoriting public avatars - it was removed on VRChat's side from the VRChat's API which the app uses. It doesn't look like it's coming back.
In case you have troubles logging in - there are often problems during peak hours due to VRChat server issues, in this case - simply wait.
